Shield: Moscow shape, Azure. Party per bendlet sinister, Vert bordured in Argent. Dexter chief, conventionalized Ursa Minor of seven eight-rayed stars Argent, of which the North Star is the largest. Sinister base, overturned jug, Argent, with water Argent running out, on a wall Or masoned Gules.


The Moscow shape shield is blue and divided by an oblique green band bordered in silver, left. The right top field depicts a conventionalized Little Bear constellation in silver, of seven eight-pointed stars, of which the North Star is the largest. The bottom left field depicts an overturned silver jug with silver water running out, on a gold wall crossed by red lines imitating brickwork.


The green stripe and the blue field symbolise the Klyazma River and a reservoir of the same name, with a protective forest belt round the North Water Pumping Station. The silver constellation symbolises the district name, which means «Northern» in Russian. Water pouring out of the jug symbolises the North Water Pumping Station.


The flag of the Severny Municipal District is a two-sided rectangle with a 2:3 width to length ratio.

The blue field is divided diagonally from the bottom hoist corner up by three stripes — white, green and white. The breadth of each white stripe is 1/75 of the flag’s length and 1/50 of its width. The breadth of the green stripe is 1/8 of the flag’s length and 3/16 of its width.

Depicted on the hoist side is a conventionalized Little Bear constellation of seven eight-pointed stars, all in white, of which the North Star is the largest. The size of the image is 1/4 of the flag’s length and 3/8 of its width. The centre of the image is 5/24 of the flag’s length off the hoist side edge and 5/16 of the flag’s width off the top edge.

Depicted in the bottom fly corner is an overturned silver jug with white water running out, on a yellow wall crossed in red lines imitating brickwork. The size of the image is 5/12 of the flag’s length and 9/20 of its width.
