Biography

  • Born 11 February, 1964, Ufa.
  • 1986: Graduated from Ufa Aviation Institute with a degree in Aviation Instrument Building.
  • 1996: Graduated from Russian Academy of State Service under the President of the Russian Federation with a degree in Jurisprudence.
  • 1994: Defended his PhD thesis at the Institute of Socio-Political Studies of the Russian Academy of Sciences. PhD (Social Studies).
  • 1986-1987: Worked as a research engineer at the aviation instrument-building department, Ufa Aviation Institute.
  • 1987-1989: Secretary of the YCL committee at Ufa Aviation Institute.
  • 1989-1991: People’s Deputy of the USSR (elected from the YCL); chairman of the subcommittee of the Supreme Council of the USSR Committee for Youth Affairs (1989-1990).
  • 1990-1991: Secretary of the YCL Central Committee.
  • 1991-1922: Held the post of Chairman of the State Committee of the RSFSR for Youth Policy.
  • 1992: Plenipotentiary Representative for Youth Affairs under the Government of the Russian Federation.
  • 1992-1996: Worked as Chairman of the Committee for Youth Affairs and then of the State Committee of the Russian Federation for Youth Affairs.
  • December 1996: Head of the Combined Social Policy Department of the Economics Ministry of the Russian Federation.
  • October 1997: Deputy Economics Minister, from August 1999 — State Secretary and Deputy Economics Minister of the Russian Federation. Supervised social security and development issues. (The ministry was abolished in May 2000 following the reorganisation of the executive branch).
  • August 2000: Deputy Minister of Economic Development and Trade of the Russian Federation. Supervised the reform of natural monopolies, state procurement, and the E-Russia federal targeted programme.
  • 16 June 2003: Appointed First Deputy Minister of Economic Development and Trade of the Russian Federation by decree of Prime Minister of the Russian Federation Mikhail Kasyanov.
  • April 2004: Appointed Deputy Minister of Economic Development and Trade of the Russian Federation in the new lineup of the Ministry of Economic Development and Trade of the Russian Federation.
  • November 2005 to July 2007: State Secretary and Deputy Minister of Economic Development and Trade of the Russian Federation.
  • 23 July 2007: Appointed Managing Director and Chairman of the Board of Directors of Troika Dialog Investment Company.
  • 22 December 2010: Appointed Deputy Mayor for Economic Policy by decree of the Moscow Mayor.
  • Author of 20 research papers and articles, holder of five USSR invention certificates.
